As we all know & are aware of or understand at least; each element has an elemental weakness.
From the above diagram, you see what base elements are used to create advanced elements & the weakness to each base element.
Katon--->Futon
Futon--->Raiton
Raiton--->Doton
Doton--->Suiton
Suiton--->Katon
While the general knowledge of elemental weakness may be knowm; some techniques will still be able to cancel their elemental weakness.
EXAMPLE:Enemy A casts:

Description: This jutsu can create up to ten fireballs that are each six inches in diameter, which are spat out of the user's mouth, flying wildly in every direction and assaulting the enemy. In addition, the flames are controlled one by one with chakra, so avoiding them all is extremely difficult. Shuriken can be hidden within the flames, creating an unexpected secondary surprise attack. Like the flames, the shuriken can be controlled with chakra. For the most part, however, this technique is used as a distraction, and can cause up to second degree burns on contact with skin. Each fireball moves at 20 mph to allow control of one fireball at a time. Requires handseals. Three post cooldown.

Description: Using either the user's chakras or water(or moisture) in the surrounding area; the user creates a single-direction wall of water.

When the two elements clash, before damage is done to the opponents; we must first use damage reduction from the elements.
Elemental advantage give +20 to damage(before reduction)So..
Katon: Phoenix Sage Art Technique has 40HP
and..
Suiton no kabe- Wall of Water has 20HP
Basic math decided that 40-20=20
However, since the fire element is weak to water(You deduct another 20 for elemental weakness) 40-20(basic deduction)=20-20(Elemental reduction)=0
Logic suggests that both techniques are cancelled out, although; if the fire user has cast his jutsu with a thrown object inside the technique- the technique will still proceed regardless of jutsu negation. Damage will still be applied to the water user by the thrown weapons(from the fire user) if they do not evade or block the weapons.

Overwhelming element.At times, when one jutsu is much more powerful than another; elemental weakness will not cancel out the technique.

And..
Suiton: Teppoudama - Water Style: Water Bullet has 30HP
Basic math dictates 100-30=70HP
However, being that Fire is weak against water; you add another 20 to water. The new deduction becomes-
100-30(+20)--->100-50=50HP
Enemy B(water user) does not cancel out the fire technique and still receives 50HP of damage unless dodged by normal methods.

At its largest, Goukyaku no Jutsu is 10 feet in diameter, and can travel at 30 mph. Four post cooldown.

However; Being that wind enhances fire- the new damade reduction becomes 30+30=60
60HP being the attack of the fire user(Enemy A) Normally when two opponents cast simotaneously, there is no time for evasion unless doing technique while momentum is carrying you. So normally in this situation, Enemy B(Wind User) will be hit for 60H; abnormally situations are when one opponent may have Jinton-Speed Release. This might allow for one to evade such a technique at the cost of the chakra required to summon the speed.
